For a short Seoul trip, start with the tourist passes. A Climate Card costs ₩5,000–₩20,000 for 1–7 days, plus ₩3,000 if you need a new physical card. M-PASS costs more but has different coverage. The cheaper choice depends on your actual journeys, airport direction and travel dates.

September and October 2026 changes
Seoul ended new charging of the prepaid 30-day Climate Card on 31 August 2026; previously charged passes can run no later than 29 September. The 1-, 2-, 3-, 5- and 7-day tourist passes continue. Do not budget for a new ₩62,000 or ₩65,000 monthly pass using an older travel guide.
From 1 October 2026, short-term coverage changes. Seoul's notice keeps travel within Seoul and journeys ending at Incheon Airport, while excluding previously covered areas in neighboring Gyeonggi cities. Gimpo Airport Station, located in Seoul, remains covered. Check both stations on the updated official map, especially for trips outside central Seoul. Read Seoul's transition notice and Q13.

Climate Card prices exclude the ₩3,000 physical card. M-PASS allows up to 20 covered rides per day; buying after 17:00 gives a ₩3,000 discount under the current KTO guide. A validity window after issue is separate from the number of travel days purchased.
How many journeys make a Climate Card worthwhile?
Compare the total cost with what you would actually pay using Tmoney. The table assumes you already own Tmoney, need a new Climate Card, and make separate adult subway journeys costing ₩1,550 each. Distance charges and cheaper bus fares can change the result. A free transfer is not another full-fare journey.

If you already have a reusable Climate Card, remove ₩3,000 from the comparison. For example, its three-day recharge costs ₩10,000, which is cheaper than seven separate ₩1,550 journeys. A walking day around Gyeongbokgung and Bukchon may involve only two paid journeys, so count your itinerary rather than assuming every visitor needs a pass.
Can you use the Climate Card at Incheon Airport?
Going to the airport: yes, under the exit exception. You may board the covered AREX all-stop section and exit at Incheon Airport Terminal 1 or Terminal 2. Arriving from the airport: no. You cannot board at either terminal with the Climate Card. The AREX Express is a separate service and is not included.

Coverage: check the line and both stations
Climate Card coverage includes eligible subway sections and Seoul-licensed city and town buses. It does not mean every station in the wider metropolitan area is covered. The Shinbundang Line, metropolitan express buses and buses licensed outside Seoul are excluded. Short-term tourist passes do not include Ttareungi public bikes or the Hangang Bus.
Outside the permitted exit exceptions, boarding inside the area and leaving outside it can require a separate fare. For travel from 1 October, use the revised map rather than a September route list. The official Climate Card service map is the deciding reference for your stations.
Buying and activating your pass
Climate Card: buy the physical card and load the chosen tourist pass. The official page lists tourist information centers, eligible station customer centers and nearby convenience stores. Card purchase and charging can have different payment rules; carry Korean won and check the chosen outlet before relying on a foreign bank card.
Do not load it the night before sightseeing. Short-term passes activate on the charging date. A three-day pass loaded late at night already uses that calendar day. Register the physical card through Tmoney Card & Pay if you need refund eligibility; registration does not add bike access to a tourist pass.
M-PASS: KTO lists Tmoney Town near Seoul Station Exit 10 for issuance and return, with payment in Korean-won cash. Check opening hours before planning an evening pickup. Choose the number of travel days you will actually use.
Which pass should you choose?
- Several paid journeys each day within the covered area: compare a Climate Card, including the card purchase cost.
- A short stay with lots of walking: Tmoney pay-as-you-go can cost less and is simpler.
- Using AREX from Incheon Airport: compare M-PASS with Tmoney or a separate airport ticket plus a Climate Card; airport access alone does not establish which is cheaper.
- Travel outside Seoul or after the October change: check every route before committing to a pass.
For a practical walking day, start with Gyeongbokgung Palace hours, Tuesday closures and guard ceremony times, then count only the transport journeys you need around it.
